19 of Daniil Medvedev's 21 championships have been earned on hard surfaces
A revitalized Medvedev claimed his maiden trophy for over two years with success over Frenchman Moutet in the competition title decider.
Medvedev, a ex- number one, has had a challenging season, managing just a single victory at the Grand Slams and suffering a setback at the US Open.
His inconsistency on the ATP Tour - and difficulties with his service game in particular - led to him exiting of the top ten and ultimately splitting with long-term coach Cervara.
Currently training with his coach and Rohan Goetzke, he has steadily advanced in the recent weeks - culminating in a hard-fought three-set triumph over opponent Moutet.
It is his maiden championship following the Rome competition and initial on a hardcourt after spring of 2023.
Victory also means Medvedev has won 21 victories at twenty-one various tournaments.
"This marks the first occasion I have attended a tournament with my children at once, so to secure a championship is especially meaningful," commented world number 14 the champion.
"This championship is in honour of my younger daughter Victoria, because the maiden victory I achieved when my older daughter Alisa was born was for her."
The athlete, the 2021 US Open champion, had failed in his previous six finals, including in Halle in the past months.
Medvedev's retrieving approach and recurring outbursts on the playing surface had prompted some to question if his capacity to perform at the top level was concluded.
However the player has altered his approach in the last few weeks, making an effort to approach the net and compete positively, reinforced by an enhanced serve.
He came back from a disadvantage in the opening set against the difficult Frenchman, securing 4 of the last five exchanges to gain the advantage.
The pair exchanged break points in the following set before Moutet, bidding for his first tour championship, gained dominance to push for a final set.
He saved 4 initial break points in a tight deciding set before the champion won the break to 15 to close out the victory.
Appropriately, the winner secured the title with a point at the front of the court, with his opponent failing to control a shot after two hours and 38 minutes.
